Non-financial performance can be measured in a number of ways:

In principle, you have three options:
Text based - qualitative
Numerical - quantitative
Highlights - qualitative without traffic light
1. Text based (qualitative) indicator types can take one of the two following forms
Text (1 field) – this option allows the reporter to describe what happened, explain why it happened the way it did and assign a status / colour, all within in a single text field.
Text (2 fields)- this option allows the reporter to describe what happened in one text field, and to explain why it happened and assign a status / colour in a second text field.
2. Numerical (quantitative) indicator types can take the following forms
Percentage (%)
Currency
Number
Completion Date - The date indicator is designed to require the owner to indicate the expected completion date at the end of each reporting period. That way, deviations from target dates can be flagged in a timely manner.
Permillage (per thousand) (‰)
Yes/No

3. Highlights
"Highlight" or "issue" indicators serve to enable your end users to raise any number of unexpected issues for evaluation and further treatment. Alternatively, they can be used to give managers an opportunity to highlight any number of positive aspects of their unit's performance.
In contrast to "normal" performance indicators which can be linked to any of the system parameters in advance, highlight indicators can be set up to allow end users to specify a subset of links as part of their normal reporting. The reasoning behind this is that managers often don't know what something is related to until it actually occurs.
Setting Targets
The number of Target fields and sequence is determined by the reporting frequency you have allocated to an indicator and by the start of your financial year. Here is an example for an indicator with quarterly targets:

If you provide numerical targets for numerical indicators
results can be graphed and tracked against the targets and
automatic colour criteria can be pre-defined
Automatic colour criteria
If you have provided numerical targets for a numerical indicator, you can pre-determine the colour (traffic light) choice, depending on actual performance.
In the below example, for a percentage based indicator, if performance is between 5 and 9.99 percentage points lower than the specified target, the assigned traffic light will be yellow. If performance is at least 10 points lower than the specified target, the assigned traffic light will be red. If the two “above target” fields are left empty, above target performance will always be green.
